TN DYB CONSTITUTION & BYLAWS
In keeping with the Dixie Youth Baseball Policy, we strongly recommend background checks on coaches, umpires, and anyone connected with the team. We will not let anybody who has child abuse charges be associated with the team.
If you have teams coming into your park to play, make sure they have insurance or that your insurance covers them. No team will be allowed to take the field at a tournament or play without proof of insurance.
The state board recommends that if you have a girl on your team to at least have a woman sitting in the dugout.
All AA tournaments will be played by the rules that are in the National rule book.
OFFICIAL STATE OF POLICY
It is the policy of DIXIE YOUTH BASEBALL to promote the development of strong character, a right attitude, and a sense of responsibility and citizenship in youngsters, using the game of baseball as a vehicle. It is the purpose of DIXIE YOUTH BASEBALL to achieve this goal through fair play, good sportsmanship, and congenial fellowship, with adult leaders providing the example. It is strictly against the policy of DIXIE YOUTH BASEBALL for any person, either as a participant or spectator to engage in arguments, to use abusive language, to harass umpires, or to exhibit any behavior not in concert with the general intent of this policy statement. Team coaches are required to abide by this policy statement, and all parents and other adults are strongly encouraged to do so.
TENNESSEE DIXIE YOUTH BASEBALL CONSTITUTION
ARTICLE I - NAME
This organization shall be known as TENNESSEE DIXIE YOUTH BASEBALL.
ARTICLE II - PURPOSE
The Officers and Directors shall constitute the BOARD OF DIRECTORS and act as the administrative body for all franchised DIXIE YOUTH BASEBALL Leagues in Tennessee.
ARTICLE III - GEOGRAPHICAL DISTRICTS
The territory embracing the Leagues shall be divided into two (2) or more geographical districts as determined by the Board of Directors andapproved by the Leagues.
ARTICLE IV- OFFICERS AND DIRECTORS
A. The Officers and Directors of this organization shall be:
1. The State Director.
2. The Assistant State Director.
3. The District Directors.
4. The National Directors of Tennessee.
B. The State Director shall also serve as the Treasurer and the Assistant State Director shall serve as the Secretary of the organization.
C. Each elected member of the Board of Directors will be entitled to one (1) vote on all matters before the Board of Directors.
ARTICLE V- METHOD OF ELECTION
A. The State Director shall be elected by the Franchised Leagues within the State of Tennessee as prescribed in the Dixie Youth BaseballConstitution and Bylaws.
B. The Assistant State Director shall be elected by the Franchised Leagues within the State of Tennessee at the Annual State Meeting. Each League represented shall be entitled to cast one (1) vote. Elected 2002 and every 3 years after.
C. The District Directors shall be elected by the Franchised Leagues of their respective Districts represented at the Districts annual meeting. EachLeague represented shall be entitled to cast one (1) vote. The Assistant Director will be selected by the District Director. Elected 2003 and every 3 years after.
D. Vacancies in the Board of Directors may be filled for the unexpired terms by the remaining Directors until such time as an election is held forthe purpose of electing a replacement.
ARTICLE VI- MEETINGS
A. An annual State Meeting of the Board of Directors and the Franchised Leagues of Tennessee will be held each year.
B. Special meetings of the Board of Directors may be called by the State Director or by a majority of the members of the Board of Directors. By unanimous consent, such meetings may be held without notice.
C. A quorum for the transaction of business at any regular or special meeting of the Board of Directors shall consist of at least half of the members of the Board. A majority of those present shall have the power to adjourn the meeting to a future time.
D. The Directors may establish as many committees as they declare necessary and may appoint members of the Board of Directors to serve thereon.
E. Only a duly authorized representative of a franchised league is allowed to vote in any matter before district or state meetings. No one personcan represent more than one league. A duly authorized representative of a league is the league president or a person designated by him in writing who is active currently in the voting league.
ARTICLE VII- THE BOARD OF DIRECTORS
A. The Board of Directors shall act in an advisory capacity to the State Director; shall entertain and cause to be thoroughly investigated any written complaints against DIXIE YOUTH BASEBALL within the State of Tennessee and shall take whatever action it may deem advisable.
